What is your basis for saying so?
I agree the wording on the site states that the numbers are of "complete" applications. However they only update the cap page every time they sent a PER flood. Also, including apps in the cap before PER means that some NER apps will count against the cap. I guess that could be the way they do it but in that case that means they are going to lose maybe 5-10% of the number of people they could admit.
