Thanks Goku!!! At what stage one shall request CIC to update my visa office? Could I request them right after I get my PER (being optimistic here)?

I am not sure if they change VO after PER, but what I was trying to say was when VO sends you PPR then make a request if they change VO to CPC-Ottawa just for stamping so that you dont have to travel to India just for Visa.

Hey guys, God is indeed good all the time. Just got confirmation from my bank that my DD was encashed on 31st July. So awaiting PER and better yet, expecting AOR.

Once the applicants are charged, CIC does not tell them at a later stage "oh, sorry, actually, the cap was reached, here is your money back." So, Cap update is based on CC/DD charge. But of course, just because you are charged does not mean you are going to get a PER; hence you may end up not counting toward the cap.

CIC do have their own record. So they are not going to keep charging even if they have meet actual CAP limit. They confirm it if CAP is filled or not . If not then they gonna charge PA. Does that make sense to you.

[size=9pt] CIC will not issue 1 extra PER for that matter. When they are done evaluating 1000 they will not even consider one extra person for PR. It will be as brutal as for two guys whose application reached same day, one lucky might get through while the other one's package will be sent back saying cap-full even though he's from the same day LOL

It has happened with me last year for NOC 1112. A guy in 2013 SS has the same application receive date as mine and he is through while I got my package back saying cap full....OOUUUCCCCHHHHH LOL

New Delhi visa office has not issued any PR's to 2013 applicants yet (based on 2013 spreadsheet), this means 2014 applicants for New Delhi have more than a year to wait for PR visa issuance. I thought processing time for new Delhi was like 8 months, guess that's not the case :

I believe you have missed checking the Visas tab of the 2013 spreadsheet which has the required information. Typical timeline was 8-10 months with some of the late applicants getting visas issued in 6 months too.

Experts I need your advice really.
Nobody answered my previous query clearly on this forum.
the VO sent me email requesting PCC from Angola. a country which I am not residing in now. However, my communication with the embassy of angola in Dubai proved that I should be in angola in person to apply, which is hard since entering Angola is hard without a job offer of company invitation.

Do you think it is enough o write the VO saying this?

Dear PCC is must otherwise it can affect your application, but looking at your situation what i can suggest is take a letter from embassy stating that they cannot issue PCC like this.try to get a letter if possible.
Ps: this is my personal opnion.

As per the spreadsheet, Delhi VO has issued 178 visas already (for applicants who are in spreadsheet)...and 55 applicants are inactive on forum, of which I guess most of them would have got a VISA. There may be greater number who are not on spread sheet from Delhi VO.

[size=9pt] Right now people are getting charged way ahead of PER time, but when a particular NOC gets closer to the cap-limit CIC will not advance charge folks but charge as well as issue PERs alongside. No one will get charged well in advance (of PER) then. Wait and watch!

What makes you think that, for instance, the published figures of 198 and 197 for NOCs 1112 and 2174 are based on PERs and not DD/CDs charged once the applications are deemed to be complete as per the CIC website? What is your best guestimate as to when the caps for these two NOCs would be reached?

On an Average, applicants applied in May 2013 from NDVO got VISA issued in Feb 2014.
So, Average time for NDVO to complete full application from receiving date to issue VISA is 10 months, as per last year applications.
