My application package for FSW 2013 was returned last year due the cap was reached but I received an UCI anyway.
In my case, CIC is using the same UCI in FSW 2014.
After a few days CIC charged my CC I successfully logged in ECAS with this UCI and it says my application is In Process.
But the details page shows only my application package was received on May 7th 2014.
