Alright, no one can say for sure what those 116 represent, other than what CIC says that they are completed applications by CIO guys. However using analytics let's try and get a little understanding of the number, with certain assumptions in mind:
1) Assumption 1, if these are actually PER numbers
Since these #s were released on Jul 7th, corresponding PERs in sheet (on my sheet copy for Jul 10th) was 14 (let's ignore if any PERs for NOC 1112 came in between Jul 7th and Jul 10th). According to this data, NOC 1112 represents 12% of the global count on this forum.
2) Assumption 2, if these are instead # of charges made by CIC
My Jul 10th copy shows about 35 charges for NOC 1112 which means the NOC representation is about 30% vis-à-vis the 116 number by CIC (although it is to be noted that DD applicants take longer to find out if they have been charged so percentage can further increase).
By Jun 30th about 118 applications for this NOC had been sent by forum members, as per my Jul 10th copy (the trend being more applications sent early on, whereas # of applications have been declining lately). The declining trends seems fine with the fact that a lot of folks were probably ready with their applications in early May 2014, hoping for this NOC to re-open since it was a hot selling cake last year.
I will leave the above data / thoughts for you to further estimate / create a trend for a likely scenario of applications coming for NOC 1112, and to figure out an optimistic and a pessimistic date for this NOC getting filled. Hope this helps!
