MY ANALYSIS ON SHIFTING OF VO
Actually, a number of applicants are reporting AOR (the kind of mail received by drpjs) from a Visa Office other than their home country VO. At this time, all such cases are being reported for cases which should have been dealt by NDVO.
Now, this is a new development. I think this is a deliberate decision by CIC, as the new generic form after 01 December 2014 does not ask for the applicant to ask for a specific VO.
Also, it is seen that this decision of nominating a VO is likely being taken at CIC CPO Sydney, NS after giving PER. This decision is likely being taken seeing the workload with the applicant's home VO and the file is being shifted to nominated VO for processing. This may work as most of CIC work is online. However it is to be seen if PPR would be asked by Nominated VO or Applicant's home country VO.
Applicants need not worry too much - as CIC is already following procedure of NOMINATING VOs other than home country for applicants of some countries eg Pakistanis are getting LVO.
In fact, there might be a silver lining. Only apparently straight forward cases might be being shifted out of the country, whereas likely complicated cases should likely be kept with home country VO.
