I have done Mechanical Engineering from an Indian university.
In work experience, i have 3 yrs of experience in technical field + 5 yrs of experience in Purchasing.
Can somebody suggest which category i should apply for..?
Do they consider the category based on degree OR experience..?

This is because federal skilled is not based on your degree but on your experiences.
The good thing is that your 8 years cumulative experience will give you a maximum of 15points provided you can present experience letters for your 2 jobs i got the specified manager from the document checklist.
Your academic qualification is just part of the indices that award you points for the program.Msc is 23points while Bsc is 21points.
