You will always have chance in EE cos there is nothing like first come first serve.... When ever u apply under EE, they will check your score, if your score is high u will be invited to apply no matter u have made ur profile one year ago or one day ago. There are no cap limits so there is no need to rush or panic for. But ner is non eligibility review happens after payment is debited due to not meeting points for example education is not meeting Canadian std due to problems in credentials.

When they send you NER, that means you are not eligible for processing, and no case is opened. No case - no decision. So, technically speaking, NER isn't a rejection. However, the result is the same, so there's no difference really.
