[Yes you are 100% eligible for bridging Open Workpermit (BOWP) as long as you have an ongoing PR application in process at CIO level (e.g PER email) as you had already stated. Are you on open work permit or closed WP (via LMIA)?
If you are on open workpermit and you are within the 4month expiry date, you can apply for BOWP now online, attach the application form, a cover letter (I can copy n paste example if you want), passport and you may (or may not) attach a copy PER email if you want (the VO MAY check if your PR application is truly in-process through their database)...pay their $155 and game on!!!. they should attend to you within 2-4weeks.
No panicking bro!!! I did the same ( I applied a week after cc charge fsw without PER, with 3weeks to visa expiry date).
NB: Your BOWP visa extension would begin on the date your application started processing, not from the date your current visa expired Smiley]
