Then there is still hope you will receive PER insha'ALLAH. Anyway, you should send an inquiry to CIC asking about the status of your file

For RPRF you can choose either Singapore or Canadian dollars. I would suggest you to go for Canadian Dollar and remember to use RECEIVER GENERAL FOR CANADA as the receiver. Good Luck.

But RPRF Instruction form says following line ""You must submit the fee directly to the High Commission of Canada in Singapore"" , then how I will mention at DD that I am paying to the High Commission of Canada in Singapore ?

If you want to stay 100% safe, then don't move the money before the Visa. Even if 99.9% bank statement was not requested, there is an 0.1% where it would be.

Very few applicants from this VO. According to SS, it's pretty slow. However, processing targets will get you a visa in 12 months no matter what your VO is and unless there is an emergency.

In fact I have not seen anything reported. And only two forum members with Rome Visa Office who have received PER since August, but I am not sure if they have not got any feedback fromthe VO or if they are no longer active in the forum.
