Hi soundcode, in a bid to reduce the pressure on 'busy' VOs, CIC previously announced that some applications will be moved to other VOs to help offices like AVO cope with their backlog and clear the way for Express Entry program. I believe your friend falls into this category. I know a number of people, not on this forum but who had their applications transferred to other VOs. This also happened to NDVO applicants so your friend should not be worried but allow the process to take its course.
