I remember that my payment was declined about 3 times when I wanted to pay for my British council IELTS around June 2014. I went to my account officer at Gtbank and complained. my folly was that I did not fund my current account. The payment went through after I did a transfer of funds from my savings to current account. That can be done under 2 mins on-line if you have the Gtbank internet facility. At GTB, you must fund your Current account for every card payment.
