If you tracked it now and it is still not delivered, I would suspect there is a problem. You may want to inquire what is going on from the DHL office you used.

Welcome on board. As regards applying, you didn't tell us anything about your self. In what occupation/NOC will you be applying?
Have you gotten your IELTS result for language ability? Are all your scores above 6 point each?
Have you also gotten your highest educational qualification assessed and obtained your ECA?
Have you arranged all the other necessary documentation top support your application?
If you can give us more details about your self, perhaps we could advise you better.

I am also an aspiring 2014 applicant.

Please I would really like confirmation on how the reference letters are to be addressed. I am trying to get my reference letters from my previous work places and I am not sure if they are to address it as 'To whom it may concern' or to 'The immigration officer' in which case which visa office address should I use?

Also, I did not know that we are expected to have our documents notarized, I thought the ECA report sufficed for the need to.

Please someone help clarify.

Check your inbox, I have sent a sample ref letter to guide you.
You are expected to notarize photocopies of your credentials and other documents as maybe applicable.

A new generic form IMM 0008(Main application) has been uploaded by CIC.
If you are yet to submit your application,please use the new form with the
time stamp July, 2014 to avoid application rejection.

Please the one with March,2014 time stamp is obsolete.

I don't believe copies of Documents have to be notarized as it clearly states that "Only translated documents need to be notarized"

But I guess it won't hurt to do this, although I can't imagine adding that stress to all the other stuff that needs to be done :)

Hi, like you say it won't hurt to do it. It lends greater credence to your photocopies so take the stress now for the joy later. :)

I did not notarize mine because I felt, I had the ICAS Assessment report already validating my credentials.
Anyway, it is better to have it and not need it, than to need it and not have it...

Is it a general "To whom it may concern" or addressed specifically to "The Immigration Officer, Accra Office...."

some of my reference letters were addressed to AVO.

I addressed mine to AVO, and I think its ok to do so. They are the ones who will finally assess your documentation

Hi, you can address to either Accra Visa Office or Central Intake Office in Canada. It doesn't matter as they are more concerned with the contents than the addressee. :)

You have lots of opportunities to apply so dont hesitate to ask questions look through d NOC that best suits u then take it from there, gather documents and apply
