In feb I get the following reply from SGVO
The Singapore visa office has been allocated a large Federal Skilled Worker target in 2014 which will help us to put hundreds more cases into process
And later i interpreted the following based on data

Now as we are close to 2014 end, I think my conclusion was not correct. Considering SGVO was truly allocated a large FSW target, I believe, SGVO is processing 2014 applicants to meet that target. i just heard a rumor ( again say a rumor from a guy so can not confirm anything) one 2014 FSW application got MR!!
May be files/individuals required more time in background check are being pushed behind and individual requiring less or minimal background check are pushed forward.
Can anybody say what really happen during Background check and is there any reason for lengthy background check like frequent travel, job switch, big family?
