AICTE (All India Council for Technical Education) is a well reputed recognition body in India. The under graduates diploma (UGD) holders who completed their Diploma's are well eligible to seek for higher education in India if this has co- recognition of AIU (Association of Indian University). The post graduate diploma (PGD) holder from AICTE approved college can even get their PHD from overseas countries if it is having AIU (Association of Indian University) accreditation. In this case we call UGD as equivalent to Bachelor's degree and PGD as equivalent to master's degree. The same kind of this is offered by all IIM's (Indian Institute of Management) and other superior business and engineering colleges of India. But all IIM's and IIT's are in the list of WES so the PGD holders from those colleges no need to worry about the credential evaluation but those from other good b-schools or engineering some times suffer becoz in their certificate it will be mentioned as UGD or PGD and their college list may not be their in the database of WES even if they are having AIU accreditation. About the AIU equivalency of master's degree or bachelor's degree many times WES get confused by seeing the certificate and they put the candidates college under non recognized even if you submit the AIU certification. So in this case it is the responsibility of the candidate college to convince WES about the recognition of their student's degree in India and abroad. For this by the applicant's request WES provide an "Authorization form" to the applicant for releasing applicant's information of WES records to a person mentioned in the authorization form by the applicant. It is better for the applicant to keep the name and other details of the head of the institution. So he or she can clarify them about the recognition status in their home country.
The problem with WES is that in their database whatever colleges they keeping is falling under UGC recognized. According to them only student's completed their degree from those colleges can go for higher education after their bachelor's or master's degree.
If the under graduate or post graduate colleges under AICTE is not having AIU accreditation. In the WES evaluation report they mention,
3 years of Post secondary education from a non recognized institute
or
2 years of Post secondary education from a non recognized institute
This will not get added to the Canadian equivalency summery. You are well aware non recognized institute's degree are not counted towards the point.
