I am sorry to say you were late..and you will get back your application. If you applied through consultant kick him hard because it was very clear in september NOC 2147 is out.

The Cap of your NOC filled was much before your application
The last person charged under your NOC was of 4th July 2013 who received PER and after that the NOC Cap filled
You will receive your file back
