Well, you have to send your application to Nova Scotia initially. CIO in Nova Scotia will review your application for completeness and eligibility and if found positive, they will transfer your application to the visa office you will mention on the generic application form. Since your are legally living in Canada for 3 years, you can choose CPP - Ottawa. Remember to send your application to CIO in NOVA Scotia but not to CPP - Ottawa.

You actually don't need to show any fund if you have job offer or you are already working in canada and your employer has obtained HRDC certifcate for you. Therefore, don't worry about funds if you have all required documents related to job offer.

If you attach reference letter for 19 months work experience, it will be considered 1 year and you will get 9 points for work experience. Calculate your points, if you are getting equal to or more than 67 with 9 points from work experience, you are good to go with only one reference letter. I suggest you to have at least 70 points in hand, just in case.

Congratulations!

It is recommended to get pr card and then travel overseas from there.
 
It depends from which country you get the PCC. From any European country, generally there is no starting date & expiry date, just the date of issue. From Pakistan, they will mention the date, normally the date of birth if you have been living on the same address since your birth; else they will mention the date when you moved to your current residence. If current date falls after your 18th birthday, then you will have to get another PCC from the respective SP office for earlier time. The expiry date will be 6 months from the date of issue.

In my case, we had shifted almost 6 years ago from our old address to new address within the same city and luckily, within the same SP office region, therefore they have mentioned both address on my PCC starting from my date of birth.

This will answer some of your questions. I am planning to do similar thing when I get my visa. Go during a work week and come back to U.S. in 3-4 days. I have some one in Canada, whose address I can use. So you are good to go.!
