This is tricky, not having reported status doesnt mean no status change, they might have ignored reporting.

Or it simple means, that few of them have DD which takes time, or their applications were returned or still not processed by CIO (another Visa Officer is vieweing but haven't reviewed yet because of workload).
 
80% OF PER'S have come from outside the forum for NOC 0211. With only 62 more left for NOC 0211, not more than 12-15, forum members with NOC 0211 will get PER. :(
