Further to my earlier quote, please see below, what the CIC manual says:
"In order to meet the minimum requirements, the applicant’s skilled work experience must:
have occurred within the 10 years preceding the date of their application for permanent
residence; and
not be in an occupation that has been designated as a restricted occupation.
Note: At the time of publication, no occupations were designated as restricted. However,
current information, refer to the CIC website at:
www.cic.gc.ca/english/immigrate/skilled/index.asp.
In addition, during that period of employment, the applicant must have:
performed the actions described in the lead statement for the occupation as set out in the
occupational description of the NOC [R75(2)(b)]; and
performed a substantial number of the main duties, including all of the essential duties, of
the occupation as set out in the occupational description of the NOC [R75(2)(c)].

Dear Friends today i got NER from CIC,Novascotia They wrote me that i forgot to attach checklist but it was there not at the beginning of my application which was placed at the bottom of all documents and the second reason is that at the time of application i was 35 years 2 months they gave just 11 points but i thought it was 12.finally they wrote me that my education is masters degree in science in Physics and Chemistry but my qualification doesnot match 2263 NOc
