By that date you'll have to land in Canada to become a permanent resident. If you fail to do so - the PR visa will expire and you'll have to start the whole process from scratch, to the best of my knowledge (there can be some exceptions, but, as islandbabe have pointed out, your PhD will hardly suffice).
Secondly, once you become a permanent resident, you'll need to maintain this status, which may be quite challenging while pursuing a PhD in Europe. Probably your best option would be to take an academic leave.
So, this is all about the timing.

luqi said:you will have to wait around 70 days or may be 80 days, CIC will open your application package. normally when application package arrives to CIC they time stamp it and put it in a queue, when it's your application's turn CIC will check the completeness check of your package, if it's complete and your roles and responsibilities matches with the NOC, your CC/DD will be charged and after a week or may be sooner you will get a PER which is the confirmation email that you are eligible and your application is approved for further processing. your application will then be transferred to your local VO. good luck

When the application arrive they count and put in the web page? or I have to wait the 70 days to process my application and then they put it the the list. Im worry that i didnt send so early and maybe is out of time.
