CC charged begins for 5 June Alhamdulilah...so for DD- how long someone might need to wait for PER?

Seniors, Please help clear my confusion... I am pre 2008 applicant. That application is in backlog. Still haven't got refund, but looks like it is still in process in cic records. I applied again this year under 2147 NOC. My question is:

Does cic entertain immigration application, even if a previous application is in process? Can cic reject an application which is filed this year, on this basis?

Please comment...

Fyi I heared that london vo doesnt send AOR

However, the call center lady assure me that the file has been transferred to VO for processing. I dont have the exact date when the application was sent to VO for further processing.
