Information on UCI is important to many FYI .. plus no one can also say that none here knows anything about the procedure this time around ... Anyway I will not extend the topic unless I have to ... !

I was misleaded by my consultant who advise that they immidiately charge money while they received application so I sent the dd which was @ 3.5months old while i sent file considering 6months validity and margin of 2.5months but it didnt happen

You know Vats, instead of feeling sorry about being mislead, if I were in your place now, I would get hold of my UCI somehow and try to send a fresh DD to CIC.....but that is if I were you.....

In my view UCI means only acknowledgement that your application has been received and gone through completness check only after that they place our file in long queue for processing under the applicable Ministerial Instructions.

Last year my file was returned back due to global cap, but UCI was mentioned on my application as it was opened for completness check on second day after receipt and was placed in the queue for processing under the applicable Ministerial Instructions. But unfortunately, after 4-5 days global cap was reached and my file returned back due to cap reach.

timeline was:

app sent : 27apr2012
app received : 01may2012
opened for completeness check: 03may2012
cap reached on : 08may2012
letter date was : 22may2012
app received by me: 25Aug2012

Hey, I think my file is in the same position, in this 2013.
I will face the same thing. As my file is in Ministerial Instructions checking after CC charged and still not received PER and CAP can reach any moment.

If you file is complete with all documents than CIC will charge CC/DD.
After that it will be sent to ministry instruction check section 9 (if I am not wrong).
So, my cc has been charged hence documents are perfect. So, naturally it is in ministry instruction check.
I have not missed any emails, i have sent 2 emails to CIC about status but no reply.
I have verified my email id with them, still no luck.

It all leads me to the black hole ...... i guess.

People have more time to go through each and every line of the gazette, ( I have never read any not even my own project)
C'mon people get a life.
If you are LUCKY enough u will get the MAPLE Leaf Passport , if not even if u all get the UCI, PER, AOR., Medicals, u still wont land in Canada, (millions of ways where people get rejected. its all luck)
So forget as of date, UCI , PER,
Millions of manuals are written all around the world, but does anyone follow.Instructions are written but ultimately it comes down to people in the office as to how they want to deal with the work. we all know it.
U have done your work and just leave it. Give it ur best shot and hope for the BEST!!!
Be happy with your effort and think ahead.
