Another option that I am trying out is to contact my father who is in India and see if he can get PCC for me. I am currently in USA and Chicago consulate is very slow sometimes for processing. Not sure it will be possible but i have asked my father to check with police station and passport offices.

Call to cic number and follow the IVR (112-121). In last IVR system ask you to enter your UCI, once you enter your UCi, if system directs you directly to agent without any announcement it's means your payment is not encashed yet and if after entering your UCI, you listen the announcement like " your application has received on xxx day" it's means you have been charged now wait for the PER.
We can verify it by calling two different persons, one who received PER and other who got rejection. I bet a person who got rejection won't get this recording after entering their UCI number.

Our passports have been sent to CHC London on 29th July,2013 upon their request for visa stamping. Out of my curiocity would like to know wheather visas can be refused at this stage as well, if yes what could be the reasons.

Jus confirmed with the bank that my DD has not been encashed yet. My DD was issued in 16 May 2013 and Document received on May 22, my DD was issued in the Name of Royal Bank of Canada, Toronto... does any one has issued DD with the same Bank and having similar issue? If today is a holiday then i need to wait for Tuesday morning

I have a personal impression that completeness check is performed about 4 weeks after an application has been received by CIO. This explains why Raj0078 and Marta's applications were returned within 31-35 days. Final verdict for eligibility is made in a certain time frame around time when other applications for corresponding days are being charged. So according to this assumption CIO updates reflect these applications which received PERs.
And also i feel that not everybody in sincere way fill Reason column for Applications returned. : This the last thought is only my impression and forgive me if I offended someone. ;D

Y on the name of RBC... all DD should be on name of receiver general of canada...... Are you talking abt FSWP or other program.??
