I don't really see the importance of recording the receiver name and I didn't provide it in my details. but to wave with the group my application was Received By: Stephenson whom I believe a non active receiver.
I am on row 229 for NOC: 2174

Just an update. Applied for FSW with arranged employment few days before May 4. It reached CIO on 29th April, 2013. Money order encashed on May 7, 2013 but still no news on PER. CIO replied on my query placed via email that my application is awaiting review from an officer. I think, they are reviewing applications for PER considering VO one has opted.

I guess I did since my application is in cic right now!!!! what is your point?
 
Since CIO is en-cashing CC/DD on a slower rate, It could be possible that after checking completeness of the application they are also checking points and eligibility based on NOC. After all these factors they are moving to charge CC/DD.

Also May 8 will have lot more applications compare to May 6 and 7. I am guessing between 50 to 100.
