Lol. It is. But I guess these walkouts of Visa Officers is playing a big hand in delayed cap updates and response from CIC. They are moving the eligible applicants for Stage 2, i.e., Charging the Cards / Encashment of the DD, but they are not doing it until all things are settled down. Most of the abroad Visa Offices are on strike including London, NDVO, Beijing etc. No use of processing applications and send them over to these offices, as they'll just lie there increasing burden of already backlog applications of previous years.

So I guess when things settled down, they will move the applications ahead and process them.

June 11, 2013 — The Professional Association of Foreign Service Officers (PAFSO) union is currently taking strike action. PAFSO union members responsible for processing visa applications have been walking out of offices in Canada and overseas.

Posted processing times for both temporary and permanent resident visa applications do not take into account work stoppages.

Anyone applying for a visa should anticipate delays and submit their application as far in advance as possible.

Contingency plans are already in place to ensure all offices remain open and are providing at least a minimum level of service. Priority will be placed on urgent humanitarian applications.

CIC continues to closely monitor the situation.

I did make notice of such news almost a month ago but If I can recall properly (and as mentioned on some news sites) it were to affect the TRV and work permit if at all; none did mention anything about PR, so I thought it won't be affecting FSW applications. But who knows what's actually going on and at what scale. If the same Visa officers are responsible for TRV, WP, PhD and FSW applications interchangeably at various international offices and share common scope of interest in the labor market, delays in FSW processing is self-explanatory. After all they all form part of the same Foreign Service Officers union.

Now question is when are these strikes bound to wrap up!
