To live in Quebec, to need to get CSQ, which of course you can get it later on once you are in Canada. As far QSW is concerned, you need to live at least 6 months or something like this in Quebec to complete the requirements.
If I remember well, you need the CSQ (Certificate of Selection du Quebec) when you're applying for QSW too - CSQ that is actually a first step in application.
I wasn't really expecting that even if you pass as FSW you must not live in Quebec unless you get approved by it. But I may easily be wrong.
Anyway, I didn't think Quebec has that much self-management.

And I'm off-topic too. :)

I believe you can live *anywhere* after you land, including Quebec, if you're on FSW.
It was only that if you go through Quebec skilled worked (which I almost did last year, but they stopped it :() - you must state that you plan to live in Quebec and nowhere else. But even then you can move later.
In the instruction book, they already mentioned if you expect to live in Quebec, you can not apply for FWQ. Therefore, if somebody plan and choose Quebec, I think maybe their application will be returned.

Do you intend to reside in Quebec?

If you intend to reside in the province of Quebec, you do not qualify under the Federal Skilled Worker Program.

With your NOC code of 2263, "Inspectors in public and environmental health and occupational health and safety", it's unlikely that the cap is reached, anyway, no one knows what exactly number of applications already filed and accepted for each NOC code....like Prince DXB said, "don't waste time".
hello donutbox! thanks much for your response, i appreciate it a lot! :) actually, i'm a public health nurse, do you think the consulswill accept public health nurses and/or company nurses applying under the noc 2263?

I have one question - Since my application was received, does that mean that quota for my NOC has not been filled and CIC is accepting application. or they are just receiving all applications and they will preform count later, which can result in rejection of applications that were received in later dates?
Unfortunately the fact your application has been received means nothing. CIC is receiving all applications and will perform the count later as they confirm completeness.

@ProjectGKaneda
I'm not sure if our esteemed forums members are mailing the minister regarding the cap count. I get the feeling most are under the impression that mailing them would put their application at risk or something. Its just a request for information , I know from experience that if a majority of people request for same ,things do get updated faster on a priority basis. It does look like at the moment fswp is not priority for CIC as the only updates on twitter are :-[

Ok, thanks for the clarification, is one better than the other?
Personally I think credit card is better than DD. As you can track when they charge your credit card. That means they are processing your application (first stage at least). For DD you have to call Bank and ask them if it has been en cashed.

do we have to mention anywhere for which employment we are claiming points and for which we are not? or will they calculate on their own? There are 2 employments for which I am not claiming points , so is there some where i need to mention the same?

Please help.
