It's up to luck. Few of the agents might help while others will say to send an email. I got the same UCI which was assigned to me for Study Permit from 2011.

if you fail to get minimal score 6 in every skill, you are not qualified for FSW.

OK, I've just realized that one of the numbers on my previous Temporary Visitor Visa could be a UCI number (it doesn't say so on the visa and is present only in my latest visa), so I tried to log into ECAS... and voila! IT WORKED ;D But it only had a checkbox with the option of withdrawing my consent to make my info viewable online. There was nothing else there
