But CIC is not just a dept to receive your n no. of copies. If your first doc. is returned then they will give a UCI no. you have to quote that UCI no. on your second appl.
Otherwise you may be treated that you are hiding your earlier appl. and submitting 2nd.
Once your doc. reached to CIC, they will verify and allocate UCI. All your further appl. has to be indicated the UCI no. Otherwise CIC will discovery your earlier appl.(s)
still its individual choice to submit :-X

UCI is given as soon as your application is opened and the data entered into the CIC database. This is irrespective of whether your application is complete or not. I received my application back with UCI written by hand on the form. My application was returned due to having subbited old sched 3 form. Later I applied again, and this time again it was returned but due to cap having reached. UCI again same. Third time i applied with that UCI. I wrote it myself. While the UCI is important, you can apply without it, even if you know it. Your details will pick it up and they will just reassign the same to you.
1. As you mentioned the important documents you need to reattach are Original IELTS and ECA.
2. Some people send the originals of their employment reference letters and keep copy. That you will need to reattach.
3. If your documents are in English or French already, that is half the issues solved. Imagine if you need to translate your birth certificate etc
4. PCC is the least of your worries, you can send that later
However, if you put all together, I think it is a lot less stressful to take the time to check all documents and review one last time before sending.
If you are applying with your spouse, after one has put everything together, have the other person double check all again with the intention of looking for "silly/little faults" that could cause sleepless nights of agony. If you are single, have a trusted friend check. Put all items into the packet one by one ticking them off with the checklist and head off to the post/courier office
