In our Indian Passport its written " Passport should not be sent out of any country by post. It should be in the coustody of either of the holder or if a person authorised by the holder.
So, as per that, its not illegal. But this all my perception, still not sure how much it works on ground.
Also, you have suggested to change corredpobdence address, i am not sure how that will help me in sending passport to CPPO .

In my opinion, the best option available to you, is to send your passport through your sister who lives in US and request her to mail by FEDEX.
But I would strongly suggest to buy the prepaid "Canada - Xpresspost/USA" from Canada and enclose it self addressed for the return service.
It comes with tracking facility and signature requirement. Let CPPO not return your passport by Canada snail mail to your sister. CPPO will utilise only Canadian postal service for returning passports.
Be aware they take a minimum of 18 days to stamp your passport. So in your case it may be a month before you can have your passport in hand, considering the time involved for your sister to carry your passport to US, get a prepaid envelope from Canada for return service, sending to CPPO, get back from CPPO and sending it back to you in India. Oh boy, lot of unaccompanied travel for the poor passport...
Please don't mess up in the last stage. Think diligently and act.
