Yes I understand the confusion between IELTS and CLB etc.
However the CIC makes it very clear about the scoring levels see http://www.cic.gc.ca/english/immigrate/skilled/language-testing.asp
The Canadian Language Benchmark (CLB) goes from level 1 to 12 (12 is highest) and the FSWP requires a minimum CLB of 7 in each of the disciplines Reading, Writing, Speaking and Listening.
The IELTS goes from level 1 to level 9 on its own scale where 9 is highest.
The CLB level 7 is equivalent to IELTS level 6.0.
However IELTS level 6 corresponds to 4 CIC points when assessing the FSWP 2013 application.
To get the maximum number of CIC points (6 per discipline) you need to have an IELTS score of >7 and in the case of Listening then >8.
