It says...

"
Our records indicate an email was sent to you on 16 Aug 2013 advising your application was being transferred to the visa office. As we no longer hold the file we cannot comment on the file. Please contact the visa office in New Delhi.

"

Taking it as partial AOR.. He He .. C'mon NDVO speed up and send out the emails

Thats when they updated it on their web site, on 18.08. But according to forum users, it seems that it was actually filled in late May, since early June applicants had their file returned due to cap being full. CIC took their time in reviewing May applicants and updating their web site.
