Seems like there is a lot of confusion about completeness, CC charges, ECAS states and PER. This is what happens at CIO after your package arrives, and before it is forwarded to your local Visa Office:
Receiving Application
- Completeness check upon receipt
- If complete: proceed to next step
- If incomplete: return application
Assessing the application against Ministerial Instructions
- Ministerial instructions check (if within cap; if one of the 24 NOCs, supported by proper work exp. documents)
- If MI check is positive: next step
- If MI check fails: NER, inform applicant, return fees
e electronic file to the processing office in GCMS by making that office the primary office for processing.
