This is in Saskatchewan, however I believe rules must be for all over canada.

And when I say 'legally' , what charges can someone face for not following the rules a for occupancy, if at all?
I think its not such big of a deal, but I might be wrong...can someone shed some light?

Again, this is for friends, not a family - all SINGLE friends unmarried.

I'm not sure I entirely understand your question.

If you sign a lease with the specific understanding that x number of people will be living in the apartment and you instead have y number of people living in that apartment, this can be grounds for the lease being terminated.

Okay,we just signed the lease but there is no place where it states anything about the maximum number of people.

Even if we were to break some rules based on the lease, would be considered illegal, or simply between us and the tenant, resulting in termination of lease.

Can there be real legal problems if someone were to break the lease agreement, or just casual trouble with the landlord(In this case if it says max 2 people but if 4 people are staying) ?
