It means that the officer can formally report someone for not meeting the residency requirement. If someone is formally reported, then they will be ordered to appear in front of a judge within 30 days or 60 days (I can't remember which). At that hearing, the judge will ask them why they should be allowed to keep their PR status even though they haven't met the residency requirement. If the judge finds in their favour, then they will be allowed to keep their status. If this was closer to April 1st I would think you are Kidding!!?? I have read others advise applicants to wait for some weeks beyond 730 days.
