We just found the email from cic to send in passports and they are ready to send the visas.

My application was received at CIC on April 13. I paid my fees online and have the receipt number. When I log in to ecas, I enter the receipt number and my particulars, but when I click continue it loads a page that says there is no record...that my app might have been received, but hasn't been processed...

So, how can I find out what is going on? Or will this continue to happen until someone starts processing my application? I do not have a UCI or any other number...

It will continue to happen until something is actually done with the file. You won't be able to access eCAS until you have sponsor approval.
