how to fill out my study permit file by being a free student if on the letter of admission it is written (not applicable) for the duration of the study

it is a non-degree student
You should apply with your admission to the program but explain that it is contingent on you passing the prep course. Your LOA should say something similar. You are applying to the degree course but need topAs the prep course first. In your SOP I would explain the situation. It is not uncommon so need for in depth explanation.

but how can I describe the duration of my study if in the letter it is inscribed not applicable

I am not a consultant or a lawyer so if you need more help I would suggest hiring one. I would also follow any instructions IRCC provided to guide people through applications. Personally I would assume that your length of studies will be the year for the prep course and then the length of time to complete the engineering program but that is my interpretation. If they are just asking about the prep course it would be 8 months or a year depending on your specific program. If you have doubts I would attach an explanation.

I am not saying that the program is free but that you are free to choose your courses to meet the requirements you need (preparatory course)
Ok but your title is “free student” and in your first post you ask how to fill out permit for being a free student so very misleading. In your SOP, you want to explain why you have to take a preparatory course and what you program you plan to take once you complete the courses. What school is this…not ICM?

It is Université Laval of Québec
So in your SOP, you need to explain why you need to take preparatory classes prior to beginning your degree, and why you can’t improve your grades/studies/courses in your home country and then apply directly to university. Are you a mature student? Most of the time prep programs are for mature students who didn’t go to post secondary, those who did a diploma in a college etc.

Yes well I can say because I didn't finish my university program to go to work and it's been two years now. In addition, I have launched my registration in a program complementary to my activity. And this program is not well taught here
