FPAT short form

My ATIP report show that:" FPAT complete...short form"
What this mean? Does this mean I need to go to a judge hearing?
I know many asked this before, but I did not find any clear answer in this forum.

( FPAT ) means file preparation template,it's a form filled by CO after RQ review before referring your file to a CJ.

It means there are concerns with your application that have been raised by the CO officer assigned to your file.
