Forgot to send work permit with PR application

Hi guys, I am creating this thread for my friend who is in a difficult situation and need some advice.

He was on a French International Mobility Visa and this work permit expired on January 25th 2020. He applied for PR through express entry on the same day (January 25th 2020) assuming because of wrong information from a friend that he would be on implied status and therefore allowed to keep working.
He later realized that he should have applied for an extension of his work permit at least 30 days prior to its expiration.
However, he worked from January 25th to March 16th...

My friend talked to service canada over the phone a few days ago and as per their recommendations he applied for a restoration of status as a visitor just before the 90 days were up. He is now waiting for this application to be processed (it showed approved for 5 mins yesterday and then went back to "under review")

What should his next step be? Should he apply for a work permit with the recommendation letter from the province of BC? Or else?

Any recommendation is much appreciated, he has been living and working in Canada for over 5 years and realizes that a stupid mistake might cost him his life and future plans over here.

If anyone has an idea what he should do that would be very much appreciated. Because of the situation he is out of work and unable to claim EI nor CERB. Any help is more than welcome

This is a complex situation, but I think he should go for a closed work permit with the provincial work permit support letter and some company job offer.

I think,

First of all, He can not work because he did not apply for extension before the expiry date.

1. Under Implied status, He can still apply for a work permit or visitor visa.

2. If it is a work permit, His application should be accepted as a primary applicant: acknowledgment of receipt letter

then
if your Nomination has employer restriction, He should apply for a closed work permit ( Employer has to pay compliance fee $ 230 )
if your Nomination has no employer restriction, He can apply for open work permit;

This will guide you what to apply: READ EVERY CONDITIONS CAREFULLY, IF YOU DON'T UNDERSTAND, ASK EXPLANATION IN THIS FORUM. DON'T IGNORE THEM. MANY PEOPLE GET REFUSAL BECAUSE OF APPLYING FOR WRONG CATEGORY OR MISSING DOCUMENTS.

Thank you so much guys. Indeed he now nows that he cannot work even though he already did for over a month and we don't really know how this is gonna pan out in the long term for his PR application.

He has an employer restriction on his support letter but I am confused as all the info I find to apply for such permit is BEFORE you apply for PR. As obviously he was supposed to send everything together.
