Yes po we are both eligible and have our NOCs listed as well. Based on CRS points, I think she would have more points(mas mataas IELTS niya sa akin hehe). Based on what I've read here, that would be fine as long as you are declared spouses/dependents in each other's profiles. And just wait and see which one gets an ITA first.

My plan is for us to have 2 separate applications where both of us can be primary applicants.

I understand, nakaka-praning nga, but I'm pretty sure you're not the first nor the last to have a case like this. I don't think it's an outright misrepresentation, but it depends na rin sa definition mo ng "application". IMO, and I guess what I learned from my consultant, refusal pa rin yan pag na-return due to the cap. anything lampas 450 ay may competitive chance, lalo na sayo na 460. pero again, this all depends on the frequency and interval of draws. kasi the longer times in between draws, the higher the cutoff. so what i can say is that IF meron pang 3 to 5 more draws (max daw sabi nila ay 25) for this year, then yeah... decent probability.
ayoko lang magbigay ng false hopes, kundi practical at reasonable statements. any risk if ung cutoff bababa ng 450 within 1Q 2016, like age / IELTS / profile expiry?

Anyway just so we're both on the praning boat, my returned app last year was in NOC 2174 (my consultant's suggestion) but I switched to 2173 this year kasi feel ko mas appropriate yun sa aking job description. I got my nomination and primary NOC this year as 2173, sana lang hindi nila makita bilang conflict yun. I submitted na rin yung refusal letter ko sa FSWP 2014 sa LoE section kasi ma-lilink naman nila yun sa UCI ko at GCMS notes.
