I would be doubtful if a school/tertiary institution has no form of postal service or mailing department, as I think this is a necessary for them to deliver basic services.
As I have been saying here, again and again, I just based my decisions on the side of caution, rather than be sorry in the end just because I missed a step or said, pwede na yan. I'm just sharing what I know, and what was indicated in the form. BTW, - Good for your friend who has her visa to Canada.
