I am afraid to let you know that there is no combination of JOBS+CHEAP in Canada. Otherwise everybody would like to land there.
Housing in Surrey, BC is very cheap as compared to rest of Canada, it will cost like 550 CAD for a nice basement. Where as in Brampton, ON the same basement costs 650 CAD, while the rates are 750 in Edmonton, AB. Interestingly enough, the jobs scenario is exactly opposite, more jobs in AB whilst lesser or no jobs in BC.
Regarding your question about very less money: kindly bring at least the amount given on cic website, it will help even in your initial settlement as well as it is mandatory (as per rules) to carry that amount at the time of landing. However you can even land here even with lesser amount as no body is gonna check the money at airport and they only verbally ask, but it can be problematic as the officer sometime go for random checks and one has to show the exact amount at the moment. I firmly suggest, bring as much money as you can cuz it is a truth that in initial stages we strongly need that money though jobs are available.
