- The Minister of Transport will amend the Interim Order Respecting Certain Requirements for Civil Aviation Due to COVID-19, which means for passengers who depart India or Pakistan to Canada after 23:30 EDT April 22, 2021, via an indirect route, they will need to obtain a negative COVID-19 pre-departure test from a third country before continuing their journey to Canada.
You are correct about the wording. But for most people, you will not want to risk to travel yet to another 3rd country outside of the indirect flight. It kind of imply that's the transit county. The question is why a 3rd country. NOT because Canada do not trust test from India, it's because if it's not a direct flight between 2 countries (India and Canada), then you are passing through a 3rd country (the transit country).
Anyway you can try getting the test and travel to 4th and 5th countries before flying to Canada.
