From what I see, countries are trying to limit the flow of passengers from certain countries.

You have to also test in Doha as per new rules of testing at each transit point. At many aiports, you must leave the airport’s secure area for the test so find out if you need to quarantine or require a visa. You also need to wait for the results.
Where do the rules say that you need to test at each transit point? From my understanding, you just need to test at a third country(other than India). What he is proposing should work in theory.

During that period, passengers who travel to Canada from India via an indirect route will need to obtain a pre-departure negative COVID-19 molecular test result from a third country before continuing their journey to Canada.

  • The Minister of Transport will amend the Interim Order Respecting Certain Requirements for Civil Aviation Due to COVID-19, which means for passengers who depart India or Pakistan to Canada after 23:30 EDT April 22, 2021, via an indirect route, they will need to obtain a negative COVID-19 pre-departure test from a third country before continuing their journey to Canada.
You are correct about the wording. But for most people, you will not want to risk to travel yet to another 3rd country outside of the indirect flight. It kind of imply that's the transit county. The question is why a 3rd country. NOT because Canada do not trust test from India, it's because if it's not a direct flight between 2 countries (India and Canada), then you are passing through a 3rd country (the transit country).

Anyway you can try getting the test and travel to 4th and 5th countries before flying to Canada.

This is how Vancouver Sun reported what Transport Minister Omar Alghabra said:

To discourage people from getting around the flight ban by booking flights through other countries, Canada will require passengers transiting through a third nation to go through customs in that country and remain there until they obtain another negative COVID-19 test. Only then can they board their flight to Canada. They will be required to quarantine in Canada as well.

There is nothing in official sources as far as I can see, which only say that the test should be in 3rd country and upto 72 hours before departure of last flight to Canada. What is reported there makes no sense and is not even a quote from anyone.

That's what I plan to do. And what will make sense for majority of people who want to travel to Canada before the 1 month ban is up. Much cheaper this way too. Do note that you will need to exit and re-enter at one of transit countries as the air bubble agreement between India and Canada does not allow in-direct flights.

Interestingly Etihad Airways is providing PCR Test facilities at Transit location Abu Dhabi for people traveling from Pakistan via Abu Dhabi to Toronto leveraging Etihad airways. Nothing has been announced for Passengers from India coz there is still a 10 days ban in UAE, may be this would become available for Indian passengers post 10 days.

This is directly from Etihad airways website.

Important information about travelling from Pakistan to Canada

  • Effective 24th April, Canadian regulations require all guests transiting from Pakistan to take a PCR test and receive a negative result before boarding a direct flight to Canada. Etihad is pleased to offer this test at Abu Dhabi Airport in line with the requirements. Payment for the test will be required during check-in at Pakistan for a fee of USD 50 (rate variable based on latest exchange rate).. This excludes children under five.

You will still require a PCR test to depart Pakistan, and must purchase an additional PCR test to be taken during transit in Abu Dhabi to be accepted from Pakistan.

This may change when Canada finds out when people from Pakistan are not actually being discouraged or slowed down enough for covid to appear before they got to Canada. When the decision was announced this was not possible one had to enter the UE and quarantine.

With India's situation there is no way this ban lasts only 30 days let alone 10 days in the case of the UAE. I could be wrong but I would be shocked.

I say atleast 6 to 8 weeks.
And if things aren't under control, it can be worse.
