first time shoplifting while in Canada

I made a bad decision while in Canada under work permit: shoplifting in save on food and was arrested. I already retained a lawyer and was diverted into diversion program in which I voluntarily worked for a community centre for a certain period of time. I was advised by lawyer that there would be no charge and criminal record (conviction) for me but at least I understand that I was arrested, fingerprinted. Now I am about to apply for my visa and the visa form questions me if I was arrested or been charged or been convicted. I know the answer for me is YES and I explain it was an arrest with the final decision from prosecutor is diversion. So, my question is whether CIC can give me a visa along with my work permit given my situation above? Can anyone help answer this concern? Many thanks.
