Yes you need to explain that it has been 6 weeks or more since the GC key update said they mailed your card. And you have contacted IRCC regarding this matter who advised you to send this SD.

Incidentally, under "efforts made" it's better to mention that you looked for your PR card in your mail, neighbors, post office etc. and no one received this card.

When you try to link, use UCI and Family Name option (dont use Application No.). Also enter place of birth as CITY,(SPACE)STATE (as per passport or CoPR)
A great advice. I had been trying for last couple of days with different combinations but nothing worked. Adding place of birth in suggested format worked. I am sure many people would have struggled with this minor information. Thanks for this great advice
