Hi

I have just gotten the PR visas stamped on my passport. I have until November 2010 to make my first landing in Canada. I don't plan to immigrate outright, I am only planning to stay in Canada for 3 weeks during my first landing.

My question is; Do I have to apply for a PR card during this first landing? If I do, how long is the process? Is 3 weeks enough? What are my alternatives? Can I "borrow" a Canadian address? Are there any risks to doing so?

Also as I don't plan to immigrate this time round, do i need to fill in a Goods Declaration Form and a Goods to Follow form?

I will obviously have Goods i wish to bring over when i do immigrate proper in 2012

If you don't want to immigrate now, why do u bother to apply for permanent residence in the first place?

At "Landing", you will need to provide IO your Canadian address for mailing the permanent resident card. You can have the card send to your friend or use the address you arranged with United Parcel Service to courier to your home country, otherwise you can tell them the address later on. The card would send to the canadian address in approximately 7.5weeks (according to some posters).

As you are staying in Canada temporary this time, don't bother with Goods to follow form.

Contrary to the previous post for the Goods To Follow List..
You should declare the Goods that you will be getting in to Canada now or in future. That list needs to be stamped by the I/O. Then only you will be able to get the listed goods in to Canada without any duty in future. Else you may need to pay duty on those when you bring in. Be sure to include your vehicle (if you intend to bring in any) in the Goods to Follow List
 
Just to confirm what manianz47 said - you DO need to have your goods accomponying and goods to follow lists with you when you land. These lists will be stamped and these goods will be the only ones you are allowed to bring in at a later date tax and duty-exempt. You don't have to bring everything on the list but will only be exempt from the tax on item on the list. So list anything that you think you might bring at a later date.
