First Entry In Montreal to complete Immigration procedures under FSW programme

I have received my COPR (Confirmation of Permanent Residence) under the FSW (Federal Skilled Worker) programme for Canada.

As per the COPR document the "City of destination" reads as "Toronto". Since, the flight I have booked lands in Montreal, can you please advise me if I can complete my immigration formalities for my first entry in Montreal and then later travel to Toronto on a later date, or I need to immediately take the next flight out to Toronto.

Would really appreciate your advise regarding the matter as I intend to make my first trip in December 2017.

Quebec is a special case - I don't think you can land for the first time unless they invited you.

You can land as a PR at any land, air or sea port of entry, including Quebec. This was clarified by IRCC see:

Can.i do my first landing in QUEBEC with Express entry.
