Fingerprints Rejected by FBI

Hi Guys,

Need help for my FBI report which is the last thing that I need upload for my pr application. I have been waiting four months to get my FBI report. But recently got a letter from FBI, they said my fingerprints was rejected. I called FBI about when they will process my application again. They said, it still needs another 4 months. Is there anyone having samilar situation? Plus I have no idea about the reason that they rejected my fingerprints since I took my fingerprints from a FBI certified agency and also I paid for the live scan. I am afraid that my fingerprints will be rejected again four month later. Does anyone have idea about this problem?

Hi jwang2424,

I successfully obtained FBI clearance 4 years ago with fingerprints collected at a local police station in Illinois. So I think fingerprints collected in any police stations in US should work. If you have US visa, you may go for a short trip to US and find a local police station to get your fingerprints.

Also, may I ask did you obtain your fingerprints card at a local RCMP station in Canada? I collected my fingerprints at a local RCMP station and sent them to FBI in early last November (still waiting for their response)

Hi,

Mine is a complete different story.
I submitted application for both me and my wife together on same day on 22nd Sept.
After 4 months (16 weeks exactly) of wait my wife's application went through but there is no news on my application.
As per FBI they received my wife's application on 29th Sept but they have not received mine application.
They suggested me to apply again and told me that it will again take 4 months.

I received ITA on 18th Dec and 16th Feb is the last date to submit my application.
FBI PCC is the last thing to include in my application.

I know CIC gives an extension of 60 days to submit FBI PCC but if I apply now again it will take again take about 4 months.

Does CIC provide second extension if needed.

Any help is appreciated.

Hi, thanks for your reply. I currently live in USA. But my firend said she took her at a local RCMP in canada and her was approved on the beginning of this year. I found a local police station to take my fingerprints several days ago. But I asked the police officer about the quality of this fingerprints, they still said they could not be sure and have no idea about whether the fingerprints is qualified or not.

Hi omsaiom,

Do you have email records or phone call records for your communications with FBI? You can try to submit your application without FBI certificate but with a letter of explanation saying that you have tried you best to obtain FBI certificate and it is pending approval. You can also attach your email/phone records with FBI to show that you have tried your best. You can add the new FBI certificate after you submit your PR application via CSE later when you get it. On official cic website (http://www.cic.gc.ca/english/resources/tools/perm/express/intake-complete.asp) regarding the mandatory medical report they said "In exceptional circumstances, CIC may accept proof that a medical appointment is scheduled; or a letter of explanation of best efforts. However, these are not a guarantee of acceptance."

However, this is completely up to your decision. If you wait for 4 months, you definitely miss your ITA at hand. However, you can wait for a Feb/March ITA which gives you additional time to wait the FBI certificate. If you instead submit your PR before 16th Feb with a letter of explanation for FBI certificate, you also risk being rejected as being incomplete (fees should be fully refunded though), meanwhile you may be lucky to get through and get your PR several months earlier. It seems you are just unlucky. Maybe your fingerprint card is not comfortably readable last time. Hope you get through this time~

You can submit multiple fingerprints with your request. As jwang2424 pointed out, there is no way you can be certain that it will be accepted by FBI, regardless of who takes your fingerprints. It depends on the FBI scanning system. When my wife did her fingerprints in India, at a local police station, they took that in 3 cards by default for like $10, In US, I was charged $20 per card. So, nothing to panic. Get your fingerprints done multiple copies. You can submit as many as you want, as long as you can pay for it. Submit your eApr on time, with an LOE explaining you need extension for, say 90 days, including proofs. I have seen other people here who have gotten a second extension for FBI PCC. Good luck.

You should have multiple sets of fingerprints taken, preferably by a fingerprinting technician. (This service may be available at a law enforcement agency). Mail all fingerprint cards to the CJIS Division with your request. For more information on taking legible fingerprints, refer to the Recording Legible Fingerprints brochure.

FBI Fee will be the same regardless of the number of fingerprints you submit.

Apply again tomorrow. Send more than 1 set of fingerprints.

Then scan the receipt and the fingerprint card with a short cover and upload it in cic website. In the letter say what happened and that you have included the proof that you have applied.
Then wait until the last week and submit your application.
It takes them minimum 1 month to open your application and ask for FBI check. You also have almost half a month here and they give you 2 months.
Hopefully you'll get it by then.

Also send the application package with the fastest mail and if you are inside the states, send a state police record and an FBI channeller report. These will help.

Unfortunately it's the case with FBI and everyone send more than one set.
Althoufh it is weird that yours was electronic and they did not accept

Now apply again. Doesn't matter where you get the finger prints from. Just get more than one set and make sure it is readamle and the details are clear. send them to FBI.
IF YOU CAN give a US address and it will arrive faster

CIC really needs to do something about this FBI PCC. The waiting time is insane and even after that there's no guarantee if you ll get the report. Either they should approve the PCC through "FBI approved agencies" or consider increasing the extension to 3-4 months!

Or the FBI should get its act together and speed up the process. It used to take around 6 weeks, and now it's 4 months! How come things are getting worse? They implemented a 'new' system last year, and that's how the 'new' system works?

I have very light fingerprints and I have now received a second letter from the FBI letter asking me to take them again. That's 6 months and still no PCC (got my second ITA recently). I took them at the RCMP and the technician sent several cards and included a letter explaining that was the best possible fingerprints they could obtain. Hopefully for you it is just something minor related to the quality of the fingerprints card. Most people will be able to get FBI PCC the second time around.
