An LMIA is basically a document in which your employer confirms that there is nobody else in the whole country be it a Canadian Citizen, Permanent Resident or temporary worker with an open work permit, who can cope with the requirements of such position. They have to back this claim with valid job postings and interview logs of failed candidates. And even after issuing the LMIA they will have to keep posting the job opening and if a Canadian or PR with the right credentials shows, he will take your place.
As an example a Mcdonalds, Tim Horton, or any other fast food franchise won't be able to hire you, since it will be very difficult for them to prove that there are no Canadians or PR unable to make a burger and french fries.
