I don't think they normally mail COPR outside of Canada. Probably an e-mail and COPR would be given once you enter Canada. I'm still waiting for passport to be returned.

If applying outland I would assume mailing a CoPR to a non-Canadian address would be standard procedure considering this is the document required to present at the border upon entry. Especially since this document has to be used in lieu of an eTA for visa-exempt persons to board an aircraft to Canada.
