Filipino wishing to have a Visitor Visa to Canada from Singapore refused twice

My Filipino friend who is a resident of Singapore and works there, would like to come for a visit to Canada. She has had 2 applications refused for different reasons, even though some parts of her application were the same, for example her employment. Her current employment situation and personal assets were fine on the first, then they weren't on the second? How can they make up different reasons based on the same information? It seems like they are just making up the rules/decision as they go along and checking off random boxes?
She has shown $2000 additional funds for a 7 week stay, over and above her travel and accommodation costs, which we showed to be under $3000. Also, it does not seem right to deny a person an opportunity to visit Canada because she does not have any relatives in Singapore. She has travelled to Australia, Lebanon and the Philippines (where her relatives live), but they keep saying travel history is a problem.
The first application stated employment prospects in Singapore were a problem, then the next one they weren't (I bet the job situation didn't change in 2 weeks). She has no control over the job market in Singapore, nor would any other Singapore resident, but I'm sure there are tourists from Singapore in Canada.
Any help or suggestions would be appreciated, thank you.

Does anyone have any tips or recommendations what to do when you think that the immigration officer is just ticking off boxes for refusal without any justification, evidenced by accepting and denying the same information, one sequential applications, ie. employment history??? Please help, thank you

To be approved for a tourist visa you must demonstrate that you have strong ties to your home country / country of residence and have no plans on remaining in Canada long term. When you apply from a country where you don't have citizenship (as in the case of your friend) it tends to be more difficult to be approved. So I would say that's one complication. The second complication is the fact that your friend holds a passport from the Philippines. Unfortunately this is one of the countries where there is a higher incidence of tourist visa abuse so CIC wants to see very strong evidence of proof of ties in order to issue an approval. I know it feels unfair that she is being judged based on the actions of others in the past - but unfortunately that's how it is. For travel history, they are only interested in travel to countries where she requires a visa to visit.

My thoughts: Did she include proof of employment (e.g. pay stubs) and well as a letter from her employer authorizing her leave and confirming when she is expected to return? 7 weeks does seem a bit long for someone who is supposedly permanently employed. Maybe a three week trip would sit better with CIC? Does she own any property in Singapore? If so, she should include this in her proof.
